Greetings for the Day!

Once again welcome to the trial shot edition of THE DATELINE GUJARAT DISPATCH!

As I cruise through the media space in Gujarat, the flavor and the colour is blitzed with Navratri and victory of Bharatiya Janta Party (BJP) in Haryana, with a mixed bag of news from across the state, mainly in South Gujarat, Central Gujarat, North Gujarat, The Saurashtra-Kutch Region and The State Capital – Gandhinagar.

Weather has not been a disruptor for the Navratri Enthusiasts in Gujarat, so news of weather seems to have fizzled out from the Media space in the state.

However, what is buzzing across the media landscape apart from Navratri flavor & fever and BJP victory in Haryana, is the estimated 2 billion rupees worth of fake GST Billing scam reports from across the state(!) based on the intelligence from Director General of Goods and Service Tax Intelligence (DGGI) officials of Ahmedabad Detention of Crime Branch (DCB), Economic Offence Wing (EOW) and Special Operations Group (SOG) raided 14 such suspicious locations across Ahmedabad, Junagadh, Surat, Kheda and Bhavnagar vide FIR Number # 11191011240257 of DCB P.S. dated 07/10/2024 and in prima facie manner detected involvement of 200 fraudulently created firms/entities working across the country in an organized manner to defraud the Government Exchequer by availing and passing of Bogus Input Tax Credits!


Press release issued by the Ahmedabad Crime Branch also read of usage of forged identities and documents for creation of such firms, with intent to orchestrate evasion of duty by adopting fraudulent means.

The police First Information Report notes not less than 35 such culprits connected to 12 such firms, whose names have surfaced in primary investigations and the legal process is being carried out accordingly against them.

Mahesh Langa, Journalist working for The Hindu based at Ahmedabad Bureau of the publication is also reported to have been arrested according to X-Tweet of @DeccanHerald Journalist @satishjha, which read “Breaking : Ahmedabad Detection of Crime Branch has arrested journalist Mahesh Langa along with about a dozen other suspects in an alleged GST scam @DeccanHerald

What equally grabbed attention was the “Jalebi Jibe”, where BJP leaders were seen frying Jalebies at BJP Kamalam headquarters in Gandhinagar (Koba), which was in context to the Jalebi-Jibe of Rahul Gandhi during his campaign trail in Haryana, where he had said of Jalebis - if made in factories would give employment to few thousands and cover the world markets, but the growth of such business models has been strangled!

In another disappointing news, Auto sales has declined in Gujarat on a year-on-year basis in September 2024, two-wheelers sales dipped by 38.5 percent, whereas four-wheelers sales dipped by 29 percent. The Federation of Automobile Dealers Association (FADA) reports read that due to rains and shraadh the dip was seen in auto-sales, number of cars sold in Gujarat in September 2024 was pegged at 26,313 units, less 28 percent on a YoY basis from 37,083 units during same month in last calendar year. Two-wheelers sales also nose-dived from 1.29 lakh units during the same period in last calendar year to 83,912 units in September 2024, the FADA reports read.

GANDHINAGAR – THE STATE CAPITAL &

NORTH GUJARAT REGION

News from Gandhinagar is largely surrounding the celebration of Progressive Week to mark the 23 years of leadership period of Narendra Modi as head of the state and nation, where he embarked his journey with effect from October 7, 2001 as Gujarat Chief Minister and later on never looked back.

  • But in another interesting development, Rear Admiral Satish Vasudev was on a courtesy visit where he met the Gujarat Chief Minister Bhupendra Patel and Gujarat Governor Acharya Devavrat on Monday and Tuesday. Vasudev serves Indian Navy since 1993 and has been appointed as Flag Officer Commanding for Gujarat, Daman and Diu with effect from August 2024. He presented momento to the Gujarat Governer and undertook discussions considering the strategic and security parameters of the State’s vast coastline.

  • Whereas in another set of development, Gujarat Chief Minister was called all of a sudden to New Delhi, from where he shared his meeting pictures with India Prime Minister Narendra Modi, via X-Tweet Platform.

  • On political front the buzz from Gandhinagar is equally on the fact that BJP’s membership campaign has not achieved the desired results. After conversation between two state level ministers having gone viral across several social media platforms, where the ministers are seen conversing on how the PMO is monitoring the party membership campaign stressing atleast 50 percent conversion of the voters to party members. The news making rounds in media across Gujarat is on the arrival of C R Patil, the State Party Head at Kamalam Gandhinagar and Gujarat Chief Minister Bhupendra Patel called all of a sudden at New Delhi, which stresses on the fact that BJP is aiming to make atleast 20 million (~2 crore) members, but has stopped at 10 million (~1 crore), as the last lap of membership campaign which is the last week, BJP is all set to go aggressive on same front, especially after Haryana State Poll results. Barring Rajkot Rural Constituency and Rajkot 68 constituency MLAs – Mrs Bhanuben Babariya and Uday Kangad, most of the MPs and MLAs in Gujarat State are far away from achieving the target. It is learnt from several media reports that, the party office-bearers in a meeting have tasked every MLA and MP to ensure that they make atleast 300 new members per booth in their respective constituency and the party workers have been asked to ensure the new target achieved on or before 15th October 2024, which means in next eight days BJP will have to add atleast 1.2 million new members to achieve 20 million (~2 crore) member target. According to media reports, why this seems a kind of mammoth and unachievable task because there are several factors hindering the membership drive which includes sidelining those party workers who have sacrificed their life for the party for ages, secondly voters agree to vote BJP but are denying to enroll their names into membership drive, also the lack of co-ordination is seen between those elected and the ones working on co-ordination front in party, those leaders and politicians who have migrated from Congress and joined BJP and the kind of importance they are given is also one reason where original party workers have sidelined themselves from this membership campaign of party, also public is not happy with the disasters like Harni Boat Accident, Morbi Suspension Bridge accident, Rajkot TRP Gamezone Accident and pathetic conditions of roads, bridges and allied infrastructure which is kind of hindering the membership campaign, in past BJP membership campaign was initiated using the missed call parameter, but this time the parameters including generating OTP, registering names, uploading photos etc so with more tedious procedure, the membership campaign is not gaining the kind of traction it should gain.


  • Whereas on another front government ration shop owners continue to agitate with their demand against the state government, where fair price shop owners are demanding 30,000 rupees per month emoluments with claims of having achieved 100 percent biometric based distribution process smoothly. Fair price shop owners are on strike with effect from 1st October 2024, which has kind of paused fair priced ration distributed through government shops especially during the festive occasion of Navratri and Diwali. The agitating shop owners are presently given 20,000 rupees subject to condition of following and adhering to stipulated conditions by Civil Supplies Department, on failing to adhere to same, they are not getting stipulated amount of 20,000 rupees. Prahlad Modi (elder brother of India Prime Minister Narendra Modi) who happens to be the president of the fair price shop owners association in Gujarat conduced couple of rounds of meetings with the government officials, but has failed to arrive on any amicable solution, as a result, the fair price shop owners continue to agitate, having gone on strike and keeping their shops closed, the fair priced ration distribution during the festive occasion is in limbo.


  • In another similar development, Quarry miners have also gone on strike demanding to strike out Environment Clearance (EC) in public mining, the miners are arguing on the several form of taxes including income tax, goods and service tax etc being paid to exchequer government revenue plus being a vital part of the infrastructure projects as pushed by the government and providing direct and indirect employment to many including the labor force and logistics trade manpower, the clause of mandatory EC in public mining be removed. Miners across the state are submitting letter of memorandum to several district and provincial authorities, seeking removal of clause of mandatory EC from areas of public mining. The strike from quarry miners has also paused the road-repairs work across the state, especially when the festive occasion of Navratri and Diwali is near when the inter and intra state travel season will be at its peak, the roads are yet to be repaired for hassle free travel experience, but the strike from quarry miners has paused the work and if the solution is worked out amicably the road-repairs work can start on immediate basis, the media reports read.

Central Gujarat news bag is filled with mixed infrastructure, tourism, events, wine & dine policy advantages or disadvantages at GIFT City and news from education beat.

  • Chartered Chopper services now to visit ChaarDhaam Pilgrim spots including Badrinath, Kedarnath, Yamunotri and Gangotri is available from Ahmedabad. Chartered Chopper services providing company Aerotrans Services kicked-off the services for ChaarDhaam Religious Tourism with effect from 6th October 2024, Aerotrans is the first such chartered chopper services providing company which will provide the ChaarDhaam Tourism services and the per pax cost falls around 2 lakh rupees, excluding accommodation, lodging and boarding expenses, the media reports read. The services shall be available twice in a year for May-June and September-October, as per the schedule approved by Uttrakhand Government, presently September-October 2024 bookings are already full, May-June 2025 bookings are likely to open in the month of January 2025 and the details for same can be availed via company website – www.aerotrans.in


  • As the Ahmedabad-Mumbai Bullet Train work progresses media reports highlight on the numbers of escalators likely to be installed across the stations on the same route, where 10 escalators will be installed at Sabarmati (Ahmedabad) Station, whereas 8 units will be installed at Ahmedabad Station, 6 units at Anand Station, 4 units at Vadodara Station, 4 units at Bharuch station, 6 units at Surat Station, 4 units at Bilimora Station and 4 units at Vapi Station, all in all 48 units of escalators shall be installed across 8 stations falling in Gujarat on the Ahmedabad-Mumbai Bullet Train route. As well the Bullet Train stations in Gujarat will be based on the themes from Gujarat and depict the ethos of Gujarat ranging from Gandhiji’s Spinning Wheel (Charkha) at Sabarmati Station, Kites and Sidi Saiyed’s Mosque artwork at Ahmedabad Station, White Revolution Story at Anand Station, Banyan Trees Design at Vadodara Station, Sujani Weaves at Bharuch Station, Diamond Patterns at Surat Station, Mangos at Bilimora Station and Rapid Industrialization theme at Vapi Station.

      
  • Considering the festive season rush private bus operators in Gujarat have hiked the per seat fare by 300 rupees, with demand peaking up mainly for travel queries towards Saurashtra, Diu, Daman, Goa, Rajasthan, Mumbai and Pune.  Majority of bookings are around Diwali festive days, on 27th-28th-29th October. Despite the fact that Gujarat State Road Transport Corporation (GSRTC) having registered peak demand of 13 thousand additional bookings on its website as compared to 60,000 bookings in routine and GSRTC dedicating 2,200 buses fleet during festive days, to combat the private bus operator fare-hike menace, yet failing to give confirm tickets, most of the travellers are compelled to shift to private bus operators and get their travel slots booked accordingly.

  • Liquor at GIFT (Gujarat International Finance Tec) City is proving to be costlier than the one available in Grey Market in Gujarat. GIFT City sold 820 litres of liquor in 222 days, whereas permit holder hotels sold 95,000 liters of liquor. Gujarat State Government exchequer revenue from liquor sales vide Dine & Wine policy at GIFT City was recorded at 1.45 million (~14.5 lakh) rupees revenues. Liquor at GIFT city is proving to be costly as compared to liquor sold in Grey Market in Gujarat, the media reports read on the comparative pricing, where the liquor available in grey market is priced anywhere between 7 thousand to 10 thousand rupees is available at GIFT City for not less than 8.5 thousand rupees to 25 thousand rupees. Citing the comparative prices of renowned brands including Chivas Regals, Rampur, Jack Daniels, Teachers, Johnny Walker and Amrut Fusion, the media report has mentioned how and why the liquor available at GIFT City is proving to be costlier than the one available in Grey market in Gujarat.


  • Gujarat Unviersity shakes hands with National School of Drama (NSD) for Doctorate of Philosophy (Ph.D.) degree, letter has been sent by NSD to Gujarat University for affiliation, where in Gujarat University students can enroll in the Ph.D. Program to start in future and the allied degree shall be awarded to the students on successfully completing the Ph.D. program. The tie-up is also expected to benefit the students who will be able to enroll for the training programs at NSD and equally shall have access to the NSD Faculties, Students and Alumini expertise.

News from South Gujarat is a mixed bag of developments in diamond trade, rising commodity prices and power generation from hydro plants.

  • Demand of Synthetic Chinese diamonds is hitting hard to the existing lab-grown diamonds manufactured in Surat. Media reports read of artificial diamonds manufactured using high pressure high tension (HPHT) process is much in demand as compared to lab-grown diamonds used manufacturing chemical vapor deposition (CVD) process. Surat which is engaged in manufacturing of CVD processed diamonds now only has 10 major factories which manufactures almost 8 lakh carats of diamond production in a single operating day. Despite of huge CVD processed inventories available at Surat, diamond polishers are preferring HTHP processed Chinese diamonds because on cutting and polishing HTHP processed diamonds their cut, shape, colour is so precise that it is easy to fix in jewelry and is much in demand for using it in manufacturing of diamond studded ornaments. Considering the festive and marriage season demand, HTHP cutting polishing is in huge demand and in vogue even across home—installed diamond polishing units, especially in Saurashtra region. Buyers also prefer such products because natural stone is priced anywhere between 4 lakh to 6 lakh rupees per carat, whereas lab-grown diamond is priced anywhere between 10 thousand to 15 thousand rupees per carat.


  • Ukai Hydro Power Project installed on Ukai Dam produced power (electricity) valued worth 2.19 billion (~219 crore) rupees due to good rainfalls, during the monsoon season. All in all power production from Ukai site was pegged at 274.79 million units in timespan of 66 days, which has also benefitted the power distribution in surrounding states.

        
  • Prices of Coconut offered for religious ceremonies has increased keeping in view the festive season of Navratri and Diwali, several media reports from Surat read this that price of coconut in local market has increased by 10 rupees from 40 rupees per piece to 50 rupees per piece, citing the reason behind the price hike in coconut is the reason of the coconut cartel from South which hikes the price during festive days and when the festivity is over, the coconut cartel dismantles and the prices of coconut decline. This has also made an impact on the coconut consumption registered across eateries in South Gujarat, especially at Surat, where the coconut purchase billing amount has increased significantly, due to this temporary festive demand price hike by coconut cartel operational in South India. Prices at which the coconut consignments are booked and the prices at which the coconut are loaded in transport vehicle differ, the price hike is demanded and dictated prior to loading the cargo in transport vehicles and local vendors are left with no option but to agree to the cartelized price hike of coconuts.

  • As part to give boost to blue-economy, Asian Football Confederation (AFC) The first-ever AFC Beach Soccer Certificate Course (Level 1) started in Porbandar, Gujarat, on Sunday, October 6, 2024. The six-day course, attended by 15 coaches, will end on October 11. AFC instructor, Mohd Faizal Bin Md So'od from Malaysia is conducting the course.


  • With renewable energy sources increasing from solar and wind, one of the biggest sub-station of Saurashtra region with 756 KV capacity is shaping up across 9.5 acres (~4.13 lakh square feet), which is expected to be completed by financial year 2026-27, with investment pegged around 10 billion rupees, the same sub-station is being constructed by Gujarat Energy Transmission Corporation (GETCO) and is being promoted as one of the biggest ever sub-station constructed by GETCO in its entire operational history, media reports read.


  • An advisory has been issued by the District Administration of Devbhoomi Dwarka District to not to venture across 21 islands surrounding the coastline of the district keeping in view the national security reasons and parameters. There are 24 such islands located surrounding the coastline of Devbhoomi Dwarka district, where two islands have human habitat, but rest 22 islands are marooned and are visited occasionally as part of religious and pilgrim ceremonies.  Considering the recent recoveries of contrabands smuggled on the same coastline, especially the narcotics haul, the advisory has been issued and visitors are advised to not to visit the 21 marooned islands, except the Narara Island, which is a part of marine wildlife sanctuary and requires special administrative permissions to visit on different occasions.


  • Marwadi University in Rajkot started UGC (University Grants Commission) approved online courses, where the institute shall offer Bachelor of Business Administration (BBA), Bachelor of Computers Applicaiton (BCA) as undergraduate programs, whereas for Post-Graduate level programs the university shall offer M.Sc. (Mathematics) and M.A. (English Literature) programs online vide the UGC approvals. The university shall also start Masters of Business Administration (MBA) and Masters of Computer Application (MCA) courses in coming years, the University officials told media in a press conference.

  • Surendranagar district, which is considered as a hub for cotton cultivation is reeling under severe pressure, with ginning mills shut down in surrounding areas, cotton cultivation data is quite discouraging. Farmers have pleaded the government to get good minimum support price for their cultivation, at an average farmers in Surendranagar district cultivate cotton around 4 lakh hectares of land. Pinkball worm diseases, shutdown of cotton ginning mills in surrounding areas has raised the cotton cultivation cost and so farmers are demanding good minimum support price from government to ensure that good MSP will help cotton farmers survive in long-run.


  • Motorcycle registration number series GJ-03-NS online auction to kick-off from Dushera ~ 12th October 2024, those interested to avail Golden Silver numbers for their vehicles are advised to register on https://parivahan.gov.in/fancy and participate in auction, the Rajkot Regional Transport Office (RTO) communication read. Interested parties need to register from 16 hrs (4:00 pm) IST, onwards from 12th October 2024 till 19th October 2024, on having completed the bidding process at 16 hrs (4:00 pm) IST on 19th October 2024, the results shall be declared online and made public at 1615 hrs (4:15 pm) IST, the communication further read.


  • In an interesting development which surfaced from Savar Kundla mobile towers were sealed by the Nagarpalika  Authorities, following the financial taxes and rental due recoveries amounting to 2 million (~20 lakh rupees). Authorities sealed 4 towers of Indus Towers, 2 towers of DoCoMo and 2 towers of other companies, resulting chaos among the cellphone users as their calling and data signals were not getting through, spread of the due recoveries is amounting to 1 million rupees recoveries from Indus Tower for 4 tower installations, 4 lakh rupees from DoCoMo company’s 2 tower installations and 5 lakh rupees due recoveries from Reliance Jio Towers’ 2 installations.


       
  • In another similar set of agitation, farmers, sarpanchs and now even Members of Legislative Assembly from Junagadh, Gir Somnath and Amreli districts and allied State Legislative Assembly constituencies are strongly opposing the Eco Sensitive Zone (ESZ) declared across these three districts, where 193 villages are covered vide the ESZ. The ESZ declaration is to protect the wildlife habitat surrounding these three districts, which is mainly the home for the Asiatic Lions and its allied prey and food-chain system. Residents dwelling in the area falling under ESZ are opposing the declaration, because their demand is that for any facilities which they need to install at their farms, they have to go and avail permission from forest department, which is adding severe procedural red-tapism to their existing hassle-free smooth job-functioning. Above all they are also alleging harassment from Forest Department officials on the grounds of ESZ procedures and protocol. Three BJP MLAs from Kaushik Vekariya from Amreli Constituency, Mahesh Kaswala from Savar Kundla constituency and Jaysukh Vallabhbhai Kakadiya from Dhari constituency have made representation on behalf of their respective constituencies of which the area is falling under declared ESZ and made representation to the State Minister for Forest & Environment – Mulubhai Bera, MLA from Jam-Khambhaliya Constituency to do the needful into the matter. Letters of Memorandums are being given by the residents of the affected area at several provincial and district level authority offices across these three districts, which has been one of the focal point development in the hyper-local media landscape from these areas. Now the agitations have also started reflecting in the Navratri celebrations across the area falling in ESZ, where Garbas are being played opposing the ESZ.

  • After ages train reaches Naliya of which trial run was conducted on Bhuj-Naliya railway track, the rail transportation which was once paused till Bhuj has been restarted, first train after having crossed distance of 1,000 kilometers reach at Naliya from Mumbai. Results of this trial run are quite encourage, several hyper-local media outlets from Kutch said in their reports. Based on the trial results train with 200 passenger load was successfully trial and tested with 10 coaches, now the trials will be conducted driving train at 120 kilometers per hour. Based on the observations recorded at each and every station falling in this grid, preparations will be done accordingly to conduct the final trials using passenger and goods trains. Trial runs are being conducted before announcing the trains to arrive finally at Naliya, which shall be probably the last mile stop on Indian Railways Map in Kutch District, in coming days, instead of Bhuj, the media reports read.

      
  • Originally native from Kaira village of Kutch, Aruna Varsani formed an association of 42 thousand women in Kenya to educate them and make them aware for Menstrual Cycle and Periods, Varsani is going to be honoured for her contribution to the Kenyan Society, the media reports read. Using network of 28 counties, 75 universities and 76 libraries, Varsani has emerged as one reckoning force for Negro women in Kenya and Africa, and is very well-known as inspirer of “Maroon Revolution” also nicknamed as “Teller Mamma” and Pad-Woman as she advocates usage of maroon coloured pads during menstruation cycle or period days and teaches them as to how to use the recycled pads by stitching such pads on tailor machines, further even being an employment generator.
