DAY 6 STATUS / Govt Ministers, Officials @ Ground Zero @ OIL’s Gas Well Site


TINSUKIA (BAGHJAN) / DULIAJAN / NOIDA / MUMBAI / RAJKOT - On sixth day after the blowout was reported at the Baghjan site of Oil India Ltd's gas well site on Tuesday, June 09, 2020 - battery of ministers and officials visited the ground zero to take toll of the situation, where 2 lives have been lost, 4 injured, impact on oil & gas production in tune of 509 metric tons of oil production and 0.65 MMSCM (million metric standard cubic meters), tremors reported from nearby surrounding village areas and incidents of public protests and blockades from nearby areas, following the accident.

In a press-release titled, "Blowout in Gas Well of Oil India Limited at Baghjan. Tinsukia District. Assam", as attached and enclosed with the regulatory filing as submitted by the company to the Indian Bourses, it further narrated that, Dharmendra Pradhan, Minister of Petroleum & Natural Gas & Steel along with Sarbananda Sonowal, Chief Minister of Assam, Rameswar Teli, Minister of State for Ministry of Food Processing Industries, Chandra Mohan Patowary, Minister of Industries & Commerce, Govt. of Assam, Atul Bora, Minister of Agriculture and Veterinary, Govt. of Assam, Prasanta Phukan, MLA Dibrugarh, Rituparna Baruah, MLA Lahowal, Bhaskar Pegu, District Commissioner, Tinsukia, Siladitya Chetia, Superintendent of Police, Tinsukia, and B C Mishra, .CMD & Functional Directors of OIL accompanied with officials and team-members visited Baghjan today to take stock of the situation at ground zero and the ongoing efforts being undertaken to cap the well.


Minister, Pradhan visited the site and had detail discussion with the team from OIL & ONGC and experts from Mis Alert Disaster Control.

After that he visited 3 relief camps and had a detailed interaction with the people and assured them that they will be adequately compensated for their losses and action will be taken on the people responsible for the incident.

Assam Chief Minister Sarbananda Sonowal also spoke with the people of the camps and assured them that all their concerns and grievances will be addressed by the Government.


Site Status/Fire Status in Well & Vicinity

  • Environmental Impact Assessment in the vicinity of the area through a NABET accredited firm is in progress.

Preparation for capping the Well

  • A team comprising members from MIS Alert, ONGC & OIL CMT is at well site for assessment of site preparation for well control operation.
  • Connection of suction and delivery lines of two numbers of high discharge water pumps, to be used for well control operation, is completed. Commissioning of the pumps is in progress. 
  • Filling of water in the first CMT water reservoir (3000KL) from Dangori River progress: 80o/~. Expected to be completed today.
  • Digging/extension job of the second CMT water reservoir (Capacity 12000 KL) near kill pump area to accommodate more volume of water is in progress.
  • Civil work for development of debris laydown area and Bunk house placement area is in progress.
  • Additional one number of water pump has been. mobilized for water pump station created at Dangori river bank.
  • Joint inspection of equipment mobiHsed from ONGC-Sibsagar by one team from Mis Alert and ONGC CMT team is underway at OIL CMT Yard in Duliajan.
  • Vehicle carrying equipment from ONGC-Rajahmundry is approaching Siliguri as per latest report receive at 10:00hrs.
  • Loading of additional equipment being mobilized from ONGC-Rajamundry is underway and is expected to leave Rajahmundry towards evening today.

Relief and Rehabilitation

  • Relief materials, viz. Bed sheet, Mosquito Net, Mattress, Sanitary kit, Hygiene kits for women were distributed by OIL in 8 nos. of relief camps and distribution for the rest of the camps are in progress. 
  • The sanitary napkins, hygiene kits, baby care kits & disinfectants were distributed under OIL's CSR. Project Arogya. Besides distribution, awareness on health for all with special focus on menstrual hygiene and hygiene of babies was carried out by the OIL CSR team.
  • OIL officials assigned to each of the relief camps are closely monitoring all activities related to the camps, viz. food, lodging, lighting, hygiene, toilet, drinking water and medical requirements with the help of District Administration and Local Orqanisations/Associations.

Impact on Oil Production

  • Due to agitation programs, there was production loss of 509 MT of Crude Oil from 28 nos. of oil wells and 0.65 MMSCM of Natural Gas from 4 nos. of gas wells and 26 nos. of associated gas wells as reported on 13-06- 2020.
